基于耦合协调度模型的永久基本农田优化调整方法研究——以鹤壁市淇滨区为例

摘要:永久基本农田的优化调整对于实现耕地保护、土地集约利用和保障国家粮食安全具有重大意义。  目的  为了对永久基本农田进行优化调整, 方法  以鹤壁市淇滨区为研究对象,从耕地综合质量与耕地景观生态安全双重视角出发,提出一种基于耕地综合质量与景观生态安全的耦合协调度模型,依据评价单元耕地的耦合协调度等级,对耕地综合质量进行评价。 结果 结果表明,通过耕地景观生态安全对永久基本农田稳定性的约束作用,进一步确保了永久基本农田生产功能稳定发挥,优化了国土空间格局;耦合协调度水平较高区域主要分布在开发区、大赉店镇、示范区和钜桥镇,空间上呈西低东高的分布格局,应优先考虑将东部耕地调整为永久基本农田;基于划定规则约束条件对耦合协调度模型初步划定结果进行优化调整,将研究区永久基本农田划定区域分为保留区(6 387.35 hm2)、可调入区(5 473.07 hm2)、调出区(804.77 hm2)和不适宜调入区(988.12 hm2)。 结论  研究方法避免了永久基本农田划定过程中只考虑耕地质量这一因素带来的不利影响,充分考虑耕地质量、景观生态安全对农田生产稳定性的约束作用,统筹考虑了生态保护与农田空间布局需求,提高了永久基本农田优化调整的合理性和科学性。

Abstract:The optimization and adjustment of permanent basic farmland is of great significance for achieving farmland protectionland intensive utilizationand ensuring national food security.  Objectives In order to optimize and adjust permanent basic farmland  Methods this study takes the Qibin District of Hebi City as study object to optimize and adjust permanent basic farmland.Form a dual perspective of comprehensive quality of cultivated land and landscape ecological securitya coupling coordination degree model based on these two factors is proposed.Based on the coupling coordination degree levels of the evaluation unit cultivated landthe comprehensive quality of farmland is evaluated.  Results The results indicate that the constraint of landscape ecological security of cultivated land on the stability of permanent basic farmland further ensures the stable performance of the production function of permanent basic farmland and optimizes the territorial spatial pattern.Regions with high levels of coupling and coordination are mainly distributed in the development zoneDalaidian Townthe demonstration areaand Juqiao Townshowing a distribution pattern of low in the west and high in the east.Priority should be given to adjusting the eastern cultivated land to permanent basic farmland.Based on the constraints conditions of designation rulesthe preliminary delineation results of the coupling coordination degree model are optimized and adjusted.The designated areas for permanent basic farmland in the study area are divided into reserved areas6 387.35 hm⟡),adjustable areas5 473.07 hm⟡),removable areas804.77 hm⟡),and unsuitable areas for adjustment988.12 hm⟡.  Conclusions The research method avoids the adverse effects brought about by solely considering the quality of cultivated land in the process of delineating permanent basic farmland.It fully considers the constraints effect of cultivated land quality and landscape ecological security on the stability of farmland production.It also takes into account the needs for ecological protection and the spatial layout of farmlandthereby enhancing the rationality and scientific basis of the optimization and adjustment of permanent basic farmland.
