面向可持续发展的采煤沉陷区调研及治理对策研究——以河南省永城市为例

摘要:采煤沉陷严重破坏了矿区生态和地质环境,制约了矿区经济、生态和社会的可持续发展。河南省永城市是典型的煤炭资源型城市,经济结构单一,生态问题严峻,2012年因地下采煤沉陷土地,271个自然村沉陷,涉及37 000余户、12万余人,人地关系十分紧张。永城市政府应以矿区生态保护和改善民生为核心,从管理政策和配套制度建设出发,以生态恢复技术、绿色采煤技术为重点,开展采煤沉陷区的综合治理,推进矿山地质环境恢复治理和矿区土地复垦工作。

Abstract:Coal-mining subsidence may not only cause a serious damage to local ecological and geological environment, but also constrain the sustainable development of local economy and society. Yongcheng, a typical city of coal resources in Henan Province, has a single economic structure and serious ecological problems. The year of 2012 had seen a subsidence of coal mining area and 271 villages, involving 37 000households and more than 120 000 people, resulting in a tense human-land relation. The study proposes that the protection of ecology and the improvement of local people's life should be given top priority when management policies and systems are made. Moreover, environment-friendly skills and green coal-mining technology should be emphasized. Last but not least, the restoration of the geological mining environment and the reclamation of lands in mining areas should be carried forward.
