摘要: 目的为系统提炼采煤沉陷区生态修复与区域转型的实践经验与理论启示,以徐州贾汪潘安湖为典型研究区开展案例分析与研究。 方法 在跟踪调研、野外调查、数据分析和时空对比基础上,系统分析研究区生态修复与转型发展过程,总结二十余年跨度内采煤沉陷区治理的措施与成效。 结果 结果表明,从资源开发至今,潘安湖采煤沉陷区经历了资源开发、治理工程规划及实施、生态经济转型等主要阶段,通过2期治理工程和一系列配套工程,完成了土地复垦与治理、植被恢复、交通改善、环境监测、景观化建设和旅游资源导入等治理工作,引导地区实现从粗放的资源开发经济发展模式向绿色可持续发展模式转换。 结论潘安湖采煤沉陷区治理经验代表了一种以大型治理工程为关键抓手的区域转型发展模型,其以生态转型为先导,以针对性的系统工程为关键措施,带动产业转型、城市转型、社会转型。作为采矿沉陷区治理的重要案例,潘安湖采煤沉陷区的生态修复转型发展经验,可为我国及世界范围内的采煤区转型与可持续发展提供科学指导与参考。

Abstract: Objectives To systematically synthesize the practical experience and theoretical insights of ecological restoration and regional transformation in the coal mining subsidence areas, the Pan’an Lake area in Jiawang, Xuzhou,was selected as a typical study area. Methods This study systematically analyzed the ecological restoration and transformation development process of the study area and summarized the measures and effectiveness of coal mining subsidence area governance over a span of more than 20 years based on tracking investigations, field surveys, data analysis, and spatiotemporal comparisons. Results The results indicate that,from the initial resource development to the present, the Pan’an Lake mining subsidence area has undergone three major stages: resource development, governance project planning and implementation, and ecological-economic transformation. Through two phases of governance projects and a series of supporting projects, measures including land reclamation, vegetation restoration, traffic improvement, environmental monitoring, landscape construction and tourism resource introduction were implemented, guiding the area to transition from an extensive resource-based development model to a green and sustainable development model. Conclusions The governance experience of the Pan’an Lake coal mining subsidence area represents a regional transformation and development model centered on large-scale governance projects. With ecological transformation as the guiding principle and targeted systemic engineering as key measures, this model has driven industrial transformation, urban transformation, and social transformation. As an important case of mining subsidence area governance, the ecological restoration and transformation experience of Pan’an Lake can provide scientific guidance and reference for the transformation and sustainable development of coal mining areas in China and worldwide.
