Abstract:In recent yearsplug-in electric vehicle PEV has developed rapidly.Taking discrepant of the grid connected large number of PEV and clean energy into accountconsidering the interests of transmission griddistribution grid and usersa bi-level programming model was proposed. The upper layer optimization in transmission grid aimed at minimizing system operation costvehicle owner consumptionwind and light curtailment penalty and total carbon emissionwith collaborative scheduling thermal generatorsnew energy and PEV outputand PEV temporal dimension scheduling was realizedThe lower layer optimization in distribution grid level aimed at minimizing the network loss and the PEV spatial dimension scheduling through the optimal power flow calculation was realized. Results of calculating example showed that the effective scheduling of PEV and reasonable power grid planning could reduce the operation cost of power grid and improve its ability to accommodate renewable energy.

Key words:PEV;bi-level optimization;distribution grid;grid programming
