Abstract: Aiming at the shortcomings of the current public health emergency management system in dealing with sudden epidemics,taking the public health emergency place reserve system as the research object, and defining relevant subjects and behavioral connections based on behavioral science theories,a public health emergency place reserve system with government guidance and multiparty participation, including government administration , technology supply,utilization and information feedback four parts was constructed. On this basis, the system dynamics method and Logistic function were used to simulate the relationship between the relevant factors and the operation status of each link of the reserve system. The results showed:(i) The social support rate of public health emergency place was high. In order to adapt to the rapid economic and social developmentthe establishment and improvement of the reserve system should be accelerated.ii Government administration was relatively important. It was conducive for improving technology supply capacity and ensuring the rapid transformation of the function ofCombination of Epidemics and Prevention to strengthen government administration. The research results made contribution to clarifying the weak links of the public health emergency place reserve systemand provided reference for decision-making organs to improve the level of public health emergency management.
