Abstract：The development of innovative technology talents in universities is determined by both the internal and external causes.The external cause refers to the external environment for the development of innovative technology talents, which is the necessary condition.Since the reform and opening-up, the development environment for innovative technology talents in universities in our province has been greatly improved under the guidance of the policies favoring the talents' development.However, there are still some problems that can no longer be ignored.In the new situation of “mass entrepreneurship and innovation”, a people-oriented concept must be established to “love, use, evaluate, retain and motivate”talents, further optimizing the development environment for innovative technology talents in universities.
