Abstract：Due to the internal logical relationship of the two, the agricultural industrial cluster is conducive to promoting the equalization of basic public services in urban and rural areas. At the same time, the latter is necessary for the sustainable development of the former. Cultivating and developing modern agricultural industrial clusters, improving the supplying capacity of basic public services, forming a stable system of basic public services, and so on are choices of the equal access to basic public services in urban and rural areas.
