人水和谐视角下的水生态文明城市评价——以焦作市为例

摘要：开展城市水生态文明评价,可为我国实施的水生态文明城市建设试点工作提供科学依据和技术参考。在分析人水和谐与水生态文明关系的基础上,基于人水和谐的视角,从人水和谐、水生态环境、社会经济、水文化等4个方面建立评价指标体系,采用综合和谐度进行水生态文明评价。以第二批国家级水生态文明城市建设试点市——焦作市为例,对2014—2016年焦作市的水生态文明进行评价。结果表明:焦作市水生态文明经历了从较不文明到一般文明的发展过程,水生态文明建设工作取得了较好成绩,但部分指标的和谐度严重偏低,是今后工作中需要加强的环节。

Abstract：The evaluation of urban water ecological civilization can provide scientific basis and technical reference for the water ecological civilization city construction in China.Based on the analysis of the relationship between human and water harmony and water ecological civilization, an evaluation index system from four aspects of human and water harmony, water ecological environment, social economy and water culture was set up.The comprehensive harmony degree was adopted to evaluate hydroecological civilization.Taking one of the second batch of pilot cities of national water ecological civilization construction Jiaozuo city as an example, the water ecological civilization of Jiaozuo city from 2014 to 2016 was evaluated.The results showed that the water ecological civilization of Jiaozuo city had experienced the development process from less civilized to general civilization, and the work of water ecological civilization construction had achieved good results.While the harmony degree of some indicators was seriously low, which needed to be strengthened in the future.
