Abstract：The adaptability between the consultative democracy and comprehensively deepening reform has bidirectional significance. On the one hand, it reflects that comprehensive deepening reform has the demands for consultative democracy, that is, “it needs”. At present, the comprehensive deepening reform is facing much matter, only relying on a few people can not achieve their original goals. So we must count on more people to participate in the process of deepening reform, especially more elites are needed.On the other hand, it embodies that the consultative democracy itself has great historical and valuable functions, which names “it is needed”. The “needs” and “needed” constitute the adaptability between consultative democracy and comprehensively deepening reform. So comprehending the relationship between them can both contribute to the development of consultative democracy and comprehensively deepening reform.
