Abstract：It is a new means to study the validity of the new social classes'political participation from the perspective of policy networks.The policy network integration issue is the core of the present study.Mechanism of networks learning can enhance the integration of policy networks, which can increase the validity of a new classes'political participation in the internal mechanism.We should build the mechanism of networks learning gradually according to its content, then deepen it gradually according to its learning levels, at last, we can increase the political participation of new class of validity.
