Abstract：Four Mine Issues are the important social issue which almost equal to Three Rural Issues, it is closely related to social stability and economic development. The present paper takes Huainan city as a case to study on Four Mine Issues, it explores the causes and the solutions to Four Mine Issues, it is hoped that the research result could provide some theoretical and practical guidances for promoting the economic sustainable development of coal city, the construction of low-carbon city, enhancing the transformation of resource-dependent economy.
