Abstract：By adopting literature review, questionnaire, interview, mathematical statistics and logical analysis, 50 sports experts and 800 undergraduates from 18 universities in China are subjects of this study, the author investigates the current situation of marginalized university track and field coures deeply and its underlying reasons, then puts forward specific and feasible countermeasures. The result suggests that only 1 of 18 universities investigated offers track and field course, the underlying reason is college elective system and failure of track and field teaching. Thus, the present paper proposes a new elective system in sports course teaching: the pattern of “3 + 1 ”, that is, the combination of compulsory and elective course.
