Abstract：The introduction of third-party evaluation of targeted poverty alleviation has become a major measure of innovative management of targeted poverty alleviation in the new period. As an external evaluation mechanism, it provides professional advice and intellectual support for the optimization of targeted poverty alleviation mission. Using the literature research and case analysis methods and based on the practice of the third party evaluation of targeted poverty alleviation performance in Henan Province, the paper expounds the positive role of the third party evaluation in the targeted poverty alleviation performance appraisal. It analyzes the operational mechanism of third-party evaluation from the two aspects of evaluation operational framework and evaluation index system framework, and summarizes the problems found in the third-party evaluation of targeted poverty alleviation performance in Henan Province. Some optimization suggestions on system improvement, open information and result application are put forward.
