Abstract：Agricultural product processing industrial clusters have the multi-networked characteristics of ecological system, economic system and social system. Based on the niche theory, this paper analyzes the order parameters affecting the network governance of enterprises, including the cluster density, heterogeneity of enterprises and leading enterprises. It proposes such strategies as differentiated development of dislocation, niche expansion and network equilibrium to construct a balanced virtual ecological niche, which keeps a certain niche overlapping and also highlights the niche diversity. Thus a balanced network governance mechanism for the agricultural product processing industrial clusters will be formed, improving the level and efficiency of network governance.
