摘要:对重大工程项目进行社会稳定风险评估既是项目建设前的一项重要工作,也是避免项目建设过程中突发事件发生的有效措施。以郑州某地铁工程建设项目为例,构建了16个影响社会稳定风险的因素指标,采用层次分析法对各项指标的权重进行计算并排序,揭示了各项因素对社会稳定影响程度的相对重要性,并对影响较大的前5个风险因素进行了针对性分析,根据总体情况提出规避风险的措施和建议,最大限度避免或减少社会稳定风险的发生概率,以达到社会稳定风险评估的最终目的。本研究可以为类似的重大工程项目社会稳定风险评估提供理论支撑与技术支持、对重大工程项目建设提供有益参考,具有重大的现实意义。

Abstract:It is important to assess social stability and risk of major construction projects beforehand, which is also an effective measure to avoid accidents. Taking Zhengzhou subway construction project as an example, this study constructed 16 risk factors that affect social stability, calculated and sorted the index with analytic hierarchy process ( AHP) , revealed each factor's relative importance to social stability, and analyzed the top 5. At last, this paper proposed several measures to mitigate risks, and thus reduce the occurrence probability of social stability risks and achieve the ultimate goal of social stability assessment. This study will provide theoretical support and technical assistance for similar cases and a valuable reference for major construction projects which is of great practical significance.
