网络游戏产业发展与政策扶持

摘要:以2000年至今的网络游戏产业及相关政策为研究对象,通过演绎不同发展时期产业与政策的关系,以期全面展现中国网络游戏产业与政策的有机互动,探索政策未来应有的姿态。把产业发展过程分为三个阶段,分别梳理了各阶段的产业发展史实和特征,然后归纳、整理该阶段与网络游戏产业发展相关的政策,分析这些政策出台的原因、目的、政策措施、成绩与不足等,总结出产业与政策的互动关系。在此基础上,就政策今后需做的调整和应有的作为提出一些思路。2000—2004年,网络游戏产业破茧而出,政策做了试探性的扶持;2005—2008年,产业高速成长,政策加大了扶持力度,两者互动良好;2009年至今,产业呈现多元化发展趋势,政策的扶持更加务实。政策今后应加大顶层设计力度,出台网络游戏产业发展的专项政策。

Abstract:By taking China's online game industry and relevant policy of the 21 st century as objects and deducing the relationship between industry and policy in different periods of time,the research attempts to fully show the organic interaction between the two,and explore the attitudes which the policy should hold towards online game industry in the future. We first sort out the history and features of three phases of industry development process respectively,then summarize relevant polices at each phase,analyze policies' introducing reason,purpose,measures,achievements and deficiencies,and finally summarize the interaction between industry and policy,based on which,proposals on future policy adjustments are put forward. The period of 2000 to 2004 witnessed the emerging of online game industry,thus policy supported it tentatively; the period of 2005 to 2008 was a time when online game industry gained rapid development and earned increasing policy support; online game industry has showed a diversified development trend since 2009,and the corresponding policy is more pragmatic. It is suggested that more efforts be focused on top-level design and special policies concerning the development of online game industry be made in the future.
