Abstract：Insurance measures play an important role in avoiding or mitigating the risks to rescue workers involved in emergency response. On the basis of analyzing the current situation of the official professional rescue teams and nongovernmental rescue organizations, this paper compares the differences between these two rescue groups from various aspects of insurance mechanism, such as the insurance consciousness, the type of insurance, the source of insurance funds and the amount of compensation. The results show that this comparision can help to track the big gap between these two rescue groups in insurance mechanism and the emerging problems, so as to provide reference for the improvement of insurance mechanism of our rescue teams, especially the nongovernmental rescue organizations.
