Abstract：Only on the condition that improve the market supporting system, can the source and power of industrial cluster for development and upgrade be achieved. The market supporting system consists of three parts: the buyers’market; the specialized trade market and the production factor market. Its oper-ating mechanism of power is in three forms: the interior motivation, exterior motivation, and the interac-tion between the enterprise and the market. The regulation mechanism of the system promotes industrial cluster development by information as media and the internal enterprises cooperation. It points out that the power mechanism and the regulation mechanism are the breakthrough points that construct the perfect market supporting system for realizing the industrial cluster development.
